The reason for this is that the amount of postage usually depends on the weight of the package, the appropriate service provided by the shipping company you choose, the speed of delivery required, and the origin and destination of the package. The shape and size of the package also play a role.

As a simple example, the postage for one ounce of international mail is $1.40, and the price of a domestic Forever stamp for one ounce is now $0.60, so you will need to use more than one Forever stamp in this situation. It is better to buy two forever stamps plus two ten-cent stamps.
